Fengxian steps up efforts to attract, retain talent Time：2025-05-22
In its latest effort to create a supportive environment for top brains, Shanghai's Fengxian district unveiled a slew of pro-talent initiatives on May 20.
May 20, or "520", is celebrated in China as an unofficial romantic holiday as the numbers sound like "I love you" in Chinese. On this romantic day, Fengxian launched the campaign with the tagline "Fall in Love with Fengxian".
At the event, 10 enterprises were granted the "Talent Introduction Partner" title - an honor given to employers who help bring top talent to the district.
The district also introduced 10 new postdoctoral innovation and practice bases, along with seven platforms for industry-education integration — further enriching its innovation ecosystem.
In addition, Fengxian rolled out a series of favorable policies covering residency registration, innovation and entrepreneurship, and housing support.
For example, a new incentive program gives a bonus of up to 2 million yuan ($276,000) to individuals or organizations that successfully recommend or bring high-level talent to the district.
Eligible professionals may also benefit from home purchase subsidies of up to 1 million yuan and salary incentives of up to half a million yuan.
To promote education-industry integration, the district has established a 1-billion-yuan special development fund to support integration projects.
In addition, 100,000 square meters of office space will be allocated to education-industry integration projects and advanced R&D platforms.
To make talent feel at home, Fengxian launched the one-stop service platform "AI Xiaoxian", which integrates services covering residency registration, housing, stay and residence permits, employment, as well as innovation and entrepreneurship support.
The district has also introduced a talent service card, offering access to six types of services: healthcare, sports, culture, leisure, consumption, and innovation exchange.
